The ANCL aims to see an Africa built on constitutionalism and democratisation that delivers legitimate governance, stability, and inclusive and sustainable development. As part of this vision, we are working with the National Democratic Institute (NDI) to promote a tradition of peaceful alternation of power through respect for presidential term limits. The project, whose initial phase lasts from August 2022 to June 2023, involves the development a comprehensive study (including an extensive bibliography) on the idea and practice of presidential term limits in Africa, and a series of brief policy papers on enduring and topical themes and developments at country, sub-regional and continental levels. All policy papers are prepared in English and French and will be made available on the website. The project also involves the holding of events and establishment of a continental community of practice to enable inter-African learning, experience sharing and coordination on issues around respect for, and promotion and protection of constitutionalism, peaceful alternation of power and presidential term limits.

ABOUT THE PROJECT: TERMS OF REFERENCE
Introduction:
In December 2019, The International Institute for Democracy and Electoral Assistance (International IDEA) signed an agreement with European Union Delegation for the implementation of a three (3) year project aimed at supporting Sudan`s democratic transition. The project has four interlinked components namely: i) Dialogue and consensus building on the transitional processes; ii) Constitution building; iii) Electoral legal reform; and iv) Civic education. The project aims to support Sudan’s transition to a democratic system of government.
